‘COMPLETED STAFF WORK’

Completed Staff Work is the study of the problem and a representation of a solution by a staff officer in such form that all that remains to be done on the part of the head of the staff division or command is to indicate his approval or disapproval of the completed action. You should not consult your chief in the determination of details no matter how perplexing it may be. You may consult other staff officer.
It is easy to ask the Chief what to do and it appears so easy for him to answer, resist that impulse. Your job is to advise him what to do and not ask him you ought to do. He needs answer not questions. Your job is to study, write, restudy and rewrite until you have evolved a single proposed action, the best one of all that you have considered. Your chief merely approves or disapproves.
Writing a memo to your chief does not constitute completed staff work, but writing a memo to your chief to send someone else does. The theory of completed staff work does not preclude a rough draft, but the rough draft must not be half-baked. It must be completed in every respect, except that it lacks the requisite number of copies and not to be neat.
When you have finished your completed staff work, the final test is this:
“If You were the Chief, would you be willing to sign the paper you have prepared and stake your Professional reputation on its being right? If the answer is negative, take it back and work it over because it is NOT YET a COMPLETED STAFF WORK.
As the NEW YEAR’s CALL event unfolds with the members of Regional Staff presenting their annual division accomplishments before the Municipal and City Fire marshals around the region including the Pro-vincial Fire Marshals of the five (5) provinces of the region, Regional Director Eleuterio N Iturriaga after presenting the total regional accomplishments, has shared to us the thoughts of the Completed Staff Work (CSW) as part of the propelling guidelines which to us, is essential in the delivery of work performance as we serve the public.
The activity is joined by men and women of the fire service around the region that took place at Cagayan de Oro City last January 15, 2010 where healthy open forum was interactively shared by everybody seeking solutions to problems in the effort of attaining a more improved public service.
We leave behind our past saying goodbye to Year 2009 and joyfully welcome 2010 saying hello for good things to come looking forward to another year, another milestone of working to the best we possibly could, exploring new opportunities for growth and accomplishing what we pledge we WILL. |
